Requirements for measurement sections and sites and how to implement them

Suitable measurement sections and measurement sites are necessary to obtain reliable and comparable emission measurement results. Therefore, appropriate measurement sections and sites shall be planned when designing a plant. The construction of a measurement site is the obligation of the Operator, who is legally bound to measure emission, and is defined by Article 30 of the Decree on measuring emissions of pollutants into the air from stationary pollution sources (“Official Gazette of RS” No. 05/16).

“Determination of suitability of representative measurement sites for periodic and continuous emission measurement is performed by an authorized legal entity in accordance with the requirements and recommendations of the standard SRPS EN 15259.

In order to monitor the operation of the system for continuous emission measurement, the operator is obliged to set additional measurement sites in accordance with the requirements of the standard SRPS EN 15259. “

The obligatory condition defined by the standard SRPS EN 15259 is:

  1. The measurement site must be made in a way that ensures uninterrupted and safe measurement
  2. The measurement site must ensure that the waste gas sample is representative. Therefore, the sample should be taken from the measuring plane in which the waste gas is homogeneous.

In order to prove homogeneity, measurements must be made! And in order to perform measurements, there must be a measurement site! The standard SRPS EN 15259 gives recommendations that define the position of the measurement site. If the measurement site, or rather the measurement plane, is defined in accordance with these recommendations, it is assumed that the waste gas in the measurement plane will be homogeneous! In other words, it may happen that although the position of the measurement plane is in accordance with the recommendations, the waste gas in the measurement plane is not homogeneous, or vice versa, that if the recommendations are not followed, the waste gas in the measurement plane may still be homogeneous. Table 1. shows the above-mentioned recommendations. Homogeneity is proved by checking the requirements for the measurement site position, and if all of them are met, the waste gas in the measuring plane is homogeneous (Table 2).
